it does make sense as lots of the new sprues are bi and tri fold sprues. this menas in one box there may only be one actual sprue and therefore there is no point in offering it as an individual item as it already is one.
they introduced bi and tri fold sprues as there casting technology inmproved to reduce packing errors, hence why bases come in little bags rather than sprues now.
Just do what any good hobby community should do and swap bits with your friends, there is nothing stopping you doing this or shock horror sculpting your old bits like people did in the old days.
Besides GW is a business so why shouldnt they be aloud to make money on a non essential luxury item?
