When do you target when playing Tactics Cards/Abilities?

I was looking at Counterplot and A Flayed Man Has No Secrets and it brought up the question of if their triggers conflict when using AFMHNS on a card. I could see this as the case if you target when you play a card.

A flayed man has no secrets trigger: When a unit is targeted by an ability or tactics card
Counterplot trigger: When an opponent plays a tactics card, before resolving that card

So my question is essentially the title. Do you target with cards/abilities when you declare them or when they resolve?

If it is when they are declared, does AFMHNS conflict with counterplot when used on a tactics card?

counterplot doesn t target a unit but the opponent s card. so different triggers
