Zombiecide: Blackplague Vaults Question

If there are no Survivors in a Vault, but the Vault forms the shorts rout to a noisy area, should Zombies use the Vault as a short cut?

As far as I can remember yes, been a while since I've had a game but I don't remember anything in the rules preventing it

Pretty sure it is a zone like any other, and the zombies will use it to the best of their ability.

I think that is the case with the only exception being there is no line of sight into or out of it, so a survivor can effectively hide in a vault so long as it isn't the noisiest zone on the board (and hopefully not the shortest route to another zone either)
