Looks alot like a pope if you look at the hat. The mini's colors are a bit chalky and the hair on the banner pole needs better highlighting.

I think the White scars are a bit of a cross between Huns and Mongols, and oweing to the Mongol Conquest, Ruyssia has a strong bit of Mongol influence. Historical gamers often refer to "Post-Mongol Russians for precisely this reason. Nice fig, tho'.
