A good start, would be a 5 if the base were finished. Some grey washes on the white areas would help a lot. also, as mentioned before thining your paints will result in a much cleaner final product. Keep at it, you're on the right track.
First of all you need to thin down your paints especially the gold looks pretty thick. Then try some simple washing like black over all gold parts or a light grey on the white parts. Also black and white both are the most difficult colours to paint because there's not much room to shade and highlight. So better start out with easier colours like browns and greens. I still give you a 5 because the shield and base are done well. Paint on!
