Use something like future floor wax (you can get it at longs or safeway) or similar to get that lumpy texture out of the paint. This should really help with blending also.
the paint isnt lumpy, its the cast. for stylistic reasons i tend i tend to avoid uber smooth blending, even though i am now capable of doing it - i think it is over used. in fact, i did an uber smooth blend on the tabbard of this guy, and didnt like it, so i roughed it up to make it look more like real fabric. the brass is not supposed to be smooth at all.
For SENMM listen to what it is: Sky-Earth Non-Metallic Metal. It reflects the sky and the earth. Try instead of using just grat a blue-gray and a brown-gray. this is *NOT* SENMM, it is SEMM, sky-earth metallic metals. take time to observe the reflective properties of different metals with different finishes - they dont always reflect color well. also keep in mind that it is a *reflection*, a brown ground reflection would make no sense, the earth is grey/black. the sky is not always blue (in fact, where i am from, its usually grey).
