Marvel won\'t do it (Civil War). They are notorious at picking lousy directors and worse story lines (Ghost Rider? Hellloooooo). And they are also known for holding very tight to the purse strings when it comes to operating budget, and a civil war series would be a resource and funding hog.
Cap I can see coming to the big screen.
And having been in Iraq, the travelling VIP is a bit more common than you\'d think.
