You can pick my brain any time moetle, just be sure to take a good jackhammer. I'm stubborn and my head is hard like granite
In reality it's no big magic and not techniques I invented.
First I did the rough surface with the vallejo Water effects. But you can do with any kind of plaster actually, as I painted the water effect dark blue again. Only plus is that it's easy to form waves with it. It shrinkes though, keep that in mind.
Next you take clear silicone. A method I have seen first here: https://www.youtube.com/watch?v=FZtc2Cv0Sos
Problem with that method is that you get rather spicky ends and yet not enough 3d like I wanted. (used same mehtod on one of my Imperial Knight bases for making fire)
So the next step was painting over all the silicone with Still water effect from Vallejo. But you can take any brand. Any water like resin the dries clear.
After that step you can stop and call it finished or you can be still unsatisfied like I was. I took this method from Jarhead's Massive Vodoo community: http://massivevoodoo.blogspot.co.at/2010/07/tutorial-creating-tiny-waterfalls.html
This method was used to make the water that is in his mouth and on one of his teeth. I glued it in with superglue and then again "connected" it with still water effect.
After all, make sure to look at some photos how water behaves to make it look realistic. But I guess you could also go for some water magic/fire magic, defying gravity ...maybe I'll try that one out in future.

Some update to Brünhilde, this is all I could do friday night and saturday morning, mainly the shield and the metallic parts. I got lots of fun doing the woodgrain, it has four-five layers but I think it still lacks some definition and contrast, what do you think? I used some of the browns mixed with a dark grey blue to make the darkest shadows.

Painting time has been a bit scarce, but I managed to make a good dent tonight.
More and more great paintjobs coming in. I'm so curious to see all the finished projects!
@ Maenas: I'm not sure, I think the wood looks great. From this state on it depends on your plans for the complete miniature. You could weather the wood, make it battle torn or aged or give it some shade of colour. If you are going for a clean finish I wouldn'd bother to do more on it right now.
I'm not sure how the shield is positioned on finished miniature, but once you know you should ably shadows.
@ Webmonkey: Maybe too early, but what kind of photos are good for the voting part? Just one view photo? Or a connected multiview one (like I usually post)?

Ugh,.. I've repainted this lightning bolt 16 ways from sunday. Nothing is coming out like I want. I currently have a gold on it. I'll post a pic after work and see what you guys think.

Maenas, the wood grain looks amazing. But if you're concerned about it, maybe you can take your shadow mix and thin it down to a very thin wash and do a couple layers over the whole thing to tie everything together. Then add a bit of a green glaze in a few spots to make the wood look aged.

I think your best bet to sell the lightning as lightning is going to be using OSL. Think about it - if you see a mini standing under a streetlight, or holding a lantern - the object itself isn't actually emitting any light. It's the OSL that's selling the illusion. So if you paint the bolt mostly white (maybe light blue or yellow in the deepest recesses) and use OSL, you may get the desired effect. Too much shading on the bolt will give you the icicle effect, especially without OSL.

yep since you toned down the robes you could go with white, a very light glaze of very light blue and then bring out the brightest parts with pure white again, then add the blue osl around it to make it pop.

Still need the highest highs on the legs, as well as the skulls on the belt and the club handle. Then he'll be fully boned haha.
It's all downhill from there - leather, wood, stone, metal.

I kept in mind both comments and deepened the shadows only in between the wood "plankets" of the shield. I will wait to advance it more as Jike says, because I think it's a good idea. Yesterday afternoon I also worked on the furry side of the cape. Today I aim to start hair and skin and maybe the outer side of the cape--> I am really scared of the skin and face! xD
Still lots of work to do! ^^'
@Trystan: You are done with more than half of the model... go go go! (make sure your final picture includes a view with those killing blue eyes, I think they infuse "life" to the mini)
@Webmonkey: I feel your pain, I am not sure of the way to go although OSL should be the way. I like the boxart of the mini, the lighting bolt on it is good but It does not sells to me as a lighting bolt but more of a power blade or something
Have you searched other painted versions of the mini? maybe you can find something inspiring...

@Stampedviking: You should be close to the end by now... I like the colours you have chosen, very bright and clean. The version I got for this miniature on my warhammer box was a printed piece of cardboard ! xD

This isn't official yet, but I may be out of the contest. I've already lost 2 weeks of hobby time this month and there are still a few days ahead where I know I'll have no time. I'll keep working on it and try to make the deadline, but don't be surprised if I don't finish in time.
Fluisterwoud, still post picture and enter comp end of July. We had not finished miniatures in last contest too. After all, if you are very close to finish I don't think anyone would bother to add some days until comp deadline!? 31 July is friday, so maybe we can put up a voting picture until evening of sunday 2 August!? Depends on what the chief says .
Webmonkey, I also think OSL is your only chance for a believeable lightning look. But I can feel your stress, as it is risky to add it to the tunica. If it works... great, if not...yeah...back to tunica start.
Maybe you should try to paint small lightning sparkles ON the "blade"?
Furthermore you can make a more lightning like thing with wire and put it in his hand? Just an idea but you can paint the wire white and cover it with iceblue painted/glazed silicone or something...not sure. I just know the things I saw on Heroclix miniatures, f. e. X-Men's Storm. Been playing with the colours on my dragon, but can't seem to settle on a good colour to wash the scales with. Going for a frosty dragon look and its had a base coat on Space Wolf Grey/Hawk turquoise mix with some scales picked out in Azure, Hawk turquoise and Wolf grey. Do I give it wash in blue then purple or go for something completely different?
