It's hardly a fair comparison. Kirk was a frontier exploring captain who had to face the unknown in unexplored space with little-to-no support. The Federation was still very young.
Picard hardly ever left Federation space, and when he did, it was either because of Q, or Westley Crusher. Maybe both.
The support network for Picard was vastly superior, plus he had a bigger ship that could break into two parts, so he could out-number the enemy most of the time, since the enemy usually only came in single vessels.
It's like comparing apples and oranges.
But, for the sake of simplicity, i like Kirk better.
