I though Pathfinder was a variation of D&D 3.5 under the open license. Is it more than just a campaign setting?

Pathfinder has been lovingly called 3.7 D&D.
There are some rules differences. In short:
Nearly every class went up a hit point dice type (mages get a d6, rogues get a d8, etc.)
Several skills were rolled together into \'combat maneuver\' and are much easier to perform.
Tumbling now is an opposed check.
There is no turning as you knew it.
The core classes are cool again and there is reason to stay core instead of presteige.
