It used to be oils over enamels, which some modellers do still use, but now it's very very common to apply them over something like Andrea or Vallejo paints. Sometimes it's just a simple basecoat colour, with all the shading work done in the oil paint, sometimes it's a basic shade job enhanced with the oils.
