As Stevie mentioned, there are quickstart rules avalible for download on the main site. There are currently two books for WARMACHINE, \"Prime\" which is the original rule book and the core of everything you will need, rules, and army list for all 4 factions, plus merc, a painting section, and lots of fluff throughout the book. Over the summer, they came out with an all color expansion book called ESCALATION, this contains more units casters, jacks ect for all factions, few more mercs, a nice painting section, and a big section, dedicated to a campaign system for the game.

As most games, depends on your style. But a 500 point force, (the more commonly played games) you may see between 20 to 40 pieces on average.

If you play 40k, think marine dreadnaught. The base on heavy jacks are 50mm across. Paint wise, there is no requires on color. Painting miniatures is part of your hobby and personal expression, do as you please. There are no tourney requires on paint schemes and I highly doubt this will every change.

Yeah, the rule books are your best source. If your one for serious fluff though, there is an RPG side of WARMACHINE called the Iron Kingdoms, a D20 supplement system that is very well written and is the exact same world as WARMACHINE in reguards of background. Currently there is a 400 page character guide book and due early 2005, the world guide book, ringing in at another 400 pages. All great stuff, one of the reasons I love this game is the unique background and well developed world.
